The rules for the control of temporarily imported cars are being changed. FCS Order No. 1244 rebuilds the deadline tracking mechanism: how customs scans documents, how it checks the Avto-Transport database, and how it reminds the owner of the approaching deadline. This applies to cars for personal use, but car dealers and importers should keep the new scheme at hand right now. (389 characters)

On July 11, 2026, a new version of the Procedure for Monitoring Compliance with the deadlines for Temporary importation of vehicles for personal Use comes into force. The changes were made by Order of the Federal Customs Service of Russia dated December 22, 2025 No. 1244 to the basic order of the Federal Customs Service dated May 16, 2022 No. 356.

We are talking about vehicles for personal use — those that individuals import into the customs territory of the EAEU for a limited period of time without paying payments in full. The order clarifies the technical side of the control: how the customs authority works with documents and how it monitors whether the car is taken out on time.

The key change is the automation of reconciliation. After uploading document scans to the software, the system automatically requests information about the vehicle in the Avto-Transport database. If previously uploaded documents have already been found on the car, the official must indicate in the note the reason for the re-upload. This closes the loophole with double entries for one car.

The order of reminders is specified separately. For vehicles of high and medium categories with a temporary import period exceeding three months, the customs authority notifies the owner by e—mail 60 days before the expiration of the period at least once every 15 days, and in its absence - by mail. For vehicles of a high category, customs checks weekly through a single information system whether the person who imported it from the EAEU has left without a car.

For business, the connection is direct, although not frontal. The order is written for personal importation, but distillers, car dealers and companies whose employees import cars from abroad work in this particular circuit. Stricter automatic reconciliation and weekly monitoring mean that overdue shipments will surface faster, and the consequences — additional charges, searches, and requests to the Interior Ministry — will be more predictable. Anyone who has open temporary imports should check the dates before July 11 and not expect that no one will notice the discrepancy in the documents.
